as long as the water temp is warm enough,they are catchable..saying that though in minus conditions last season i managed 3 barbs in 1 night..you wont catch
anything sat at home...

Heavy rain and thunder is my personal prefference although I hate the getting wet part.

Any weather is ok for barbel fishing, barbel catching is another story
